第４条【天皇の権能の限界、天皇の国事行為の委任】

茜色の空気が辺りを包んでいる。
雲も樹も、ひとつだけ残された柿の木も、牛と農夫をも穏やかに優しく包んでいる。
この、凛として優しい気配に、日本人は敏感であると思う。

Reddening Sky

The reddening air enfolds the area.

Trees and clouds, the sole remaining persimmon tree too, cows and farmers too, are gently and kindly enfolded.

I think that Japanese are sensitive to these chilly, kind touches.

第四条　天皇は、この憲法の定める国事に関する行為のみを行ひ、国政に関する権能を有しない。

Article 4.　The Emperor shall perform only such acts in matters of state as are provided for in this Constitution and he shall not have powers related to government.
天皇は、法律の定めるところにより、その国事に関する行為を委任することができる。
